Marcella Maguire, Ph.D., is a Director of Department of Behavioral Health,
Homeless Services and Specialized Housing Initiatives for the City of Philadelphia. Her
current focus is on the Implementation of Mayor Nutter’s Homeless Plan and particularly
to support Philadelphia in being the first city in America to end street homelessness.
Initiatives that contribute to this goal include the city’s joint initiative with the
Philadelphia Housing Authority, and support for Philadelphia’s Housing First programs,
Homeless Outreach, Safe Havens, Chronic Homeless Addiction Treatment programs
and DBH’s joint initiative with the PA Housing Finance Agency. She is trained as a
community/clinical psychologist and received her Ph.D. in 1998 from Georgia State
University in Atlanta. Current research and clinical focus includes creating individual
and system level linkages between Mental Health, Substance Abuse Treatment, Forensic
and Homeless service systems.
