The article focuses on the mental health and substance abuse needs of juvenile offenders and how the juvenile justice system responds to their issues. Emphasis is on encouraging active partnerships with the mental health community and other child-serving organizations to improve the care and treatment of these young people and prompt healthier results for individuals, families, and communities.
