This 2005 policy paper from the Massachusetts Society for the Prevention of Cruelty to Children focuses on the many issues faced by youth who age out of the child welfare system. Every year, approximately 600 youth literally hit the streets, unprepared for the challenges of adulthood. These are children who grow up in the custody of the Department of Social Services (DSS) in foster homes, group homes, residential centers, etc., and do not return home to their families or get adopted.
