This report highlights communities that have turned away from criminalizing homelessness in order to seek out productive ways to help people move beyond it. The authors provide a comprehensive set of other model programs that help homeless persons access housing, education, and public benefits. While the report does not aim to provide an exhaustive list of all positive examples throughout the country, it focuses on a set of programs chosen for their unique and productive qualities.
