This document presents basic information related to key provisions of federal welfare reform law that are likely to impact children and families with mental health and/or substance abuse problems. The discussion of these provisions includes key questions for mental health, substance abuse, child welfare, and family organizations to consider in order to develop effective partnerships to assist families in meeting the requirements of the new law.
