This guide encourages programs to keep their doors open to people whose alcohol or other drug use may be a barrier to work and documents the best wisdom in the field about how to do so. The report consists of three separate parts that are targeted to specific audiences as follows: Part I is written with program managers in mind; Part II is directed at the needs of front-line staff and the managers that supervise them; and, Part III is for employment programs that serve public housing residents. Clearly, there is an overlap of information that is relevant to program managers and front-line staff; however, we designed the report in three discrete parts with the busy schedules of practitioners in mind.
