Part I of a two-part series that aired in 2002 on the PBS program "Religion and Ethics." Though the series examines issues "prominent in New York during the recent administration of Mayor Rudolph Giuliani," many factors remain unchanged; for example, there is still debate in many cities about whether the police should arrest the homeless to get them into shelters and -- it is charged -- keep them out of sight.
