In this article, the sixth in a series on strengthening the consumer voice in managed care and the first report from a larger study of the impact of external review on the quality of behavioral health services nationally, the authors present initial lessons from the external review of managed mental health care in Massachusetts and suggest steps to help the process of external review live up to its promise.
