Many people preparing to leave prisons and jails do not have a home. They often return to communities where persistent poverty and lack of jobs and affordable housing make finding a permanent home difficult.2 Even those like Thomas who have places to live face policies or practices, including restrictions on access to subsidized housing, that either inadvertently or intentionally eliminate these options.
