This study examined baseline hospital use as an indicator of medical need among individuals affected by the Supplemental Security Income (SSI) drug abuse or alcoholism policy change. The authors also discuss the relation of baseline medical need to eligibility for Medicaid because of psychiatric and medical disability after the policy change. (Authors)
