Iowa Plan for Community Development: A Working Plan for Systems Change and Iowa’s Response to the Supreme Court Decision in Olmstead, et al. v. L.C. and E.W
On June 22, 1999 the United States Supreme Court issued a decision interpreting a provision of Title II of the Americans with Disabilities Act of 1990 (the ADA), 42 U.S.C. §§ 12101 et seq. The ADA is a federal civil rights law that protects individuals from discrimination on the basis of a disability. The protections of the ADA apply to individuals of all ages, with all types of mental and physical disability conditions.
Title II of the ADA pertains to the activities of state and local governments and requires that those activities be open to people with disabilities and that services provided by state and local governments be delivered in a way that does not discriminate against people with disabilities. (DHS)
