The Collaborative Initiative to Help End Chronic Homelessness (CICH) was an innovative demonstration project coordinated by the U.S. Interagency Council on Homelessness and jointly funded by HUD, HHS (Substance Abuse and Mental Health Services Administration and Health Resources and Services Administration) and VA. This effort, which crossed departments, offered permanent housing and supportive service funding through a consolidated application process. Several interim reports, as well as a summary of the reports, can be found on this site.
