A report (including video and audio) examining a "new approach to ending homelessness," describes how San Francisco Mayor Gavin Newsom has instituted a plan to end homelessness in 10 years. The plan reduces welfare payments to the homeless by 86% and uses the savings to provide homeless persons with housing and increased services such as health care. In this piece, interviewer Spencer Michaels speaks with proponents and critics of the plan.
