I think you are raising a very interesting point. Programs would need some retooling, to my way of thinking (meaning more funding almost certainly) to invest resources into not just housing and maintenance of housing, but then the outreach type services you are suggesting.

I would like to comment on an important "tip" that is an essential, but an all too often overlooked aspect of Housing First.
Once a person is in the program they remain a part of the program come what may. If a customer loses their housing they are still in the program. I see many programs that claim to practice Housing First, but miss this essential programmatic (really philosophical) element. Once they enter the Housing First program, and in the future even if they have problems and lose their housing, the program has made a compact with that customer to stick with them, keep track of there whereabouts, walk along side them, and get them re-housing as fast as humanly possible.
It would be great to have comments from practitioners on these kinds of operational details.
